As the global COVID-19 pandemic spread unabated in the spring of 2020, people incarcerated in Alameda County Jail in Oakland, California called from the inside for help surviving the virus. Demands for sanitary materials, quarantine procedures, and basic public health measures went unmet as county officials downplayed the severity of the crisis.
